Established in 2004 as the nation´s ICT policy and regulatory body, the Supreme Council of Information and Communication Technology (ictQATAR) supports Qatar´s ambitious vision to achieve social and political change while advancing global competitiveness. Already, ICT is benefiting those who live and work in Qatar in countless ways. Children and adults learn more creatively. Businesses of all sizes are discovering new efficiencies and new markets. Government is more responsive. And transformation in healthcare is under way. Emiree decree Law No. 36 for 2004 formally established the Supreme Council for Information and Communication Technology and its role was further defined by Emiree decree Law No. 34 of 2006, the official Telecommunications law. These laws invested ictQATAR with two primary authorities: As the country´s independent and fair regulator, ictQATAR protects consumers and businesses from unfair practices as Qatar transitions to a competitive telecoms market. As the government body that nurtures innovative technologies to benefit those who live and work in Qatar, ictQATAR connects citizens to government and helps people of all ages and income levels adopt technology so they can achieve their personal and professional goals. ictQATAR is bringing improvements to every aspect of life in Qatar through ICT. In the years ahead, an increasingly vibrant, innovative ICT sector will fuel Qatar´s economy and secure an even brighter tomorrow for Qatar´s families.

Robin Blake, Executive Director of ICT & Society Division, leads the strategic planning of the division and oversees major efforts in digital communications literacy, ICT skills development and studying the impact of ICT on society.

Blake brings with him over 20 years of experience working to promote digital inclusion. Prior to joining ictQATAR, Blake was Head of Media Literacy with Ofcom, the United Kingdom’s communications regulator. There he was responsible for the development and implementation of Ofcom's strategy and priorities for promoting media literacy. Blake has also worked with the Independent Television Commission, UK; Resource Base, a communications company specializing in education and training; and Television South (TVS).

Blake holds a Masters degree in Education from the University of Southhampton and a Bachelors degree in Science from the University of London.
